Opened in 1972, BART must refocus on maintenance and capacity limitations to meet ridership growth. BART’s “State of Good Repair” needs include new train cars, train control system, and an expanded maintenance facility. Stations in San Francisco and Oakland must also undergo significant reinvestment to improve circulation and crowd capacity while rising in stature as transit-oriented hubs for housing and jobs.
